Lack of drainage has resulted in the accumulation of residual and underground water in tourism regions and is an issue that the Dominican government is ready to address as good environmental conditions are a priority with North American and European tourists.

The Tourism Ministry will work with the National Hydraulic Resources Institute (INDRHI) to conserve, develop and manage superficial and underground waters in tourism areas. Included in the plans are reforestation, recovery of aquifers and the cleanup and re-chanelling of gorges to protect tourism facilities. There are also plans to use the country's hydroelectric dams for sports and recreation, rebuild Samana's sewage treatment plant and for the gathering of all water accumulated at the foot of Mount Isabel de Torres in Puerto Plata to prevent future flooding.

Much of the work in Samana will require the use of a Retro-amphibious machine which will allow a backhoe to work underwater. The government owns 7 of these machines valued at US$8-10 million.
