Impromptu garbage dumps everywhere, streets full of holes, broken sidewalks and monuments such as Plaza de la Bandera located across from the Ministry of the Armed Forces, the Central Electoral Board to INESPRE, and the building that houses the  Industrial Development Corporation office for the promotion of exports, have deteriorated, look damaged and abandoned.

Large accumulations of trash can be found in different streets and avenues of the National District, although on Sunday some garbage collection trucks were spotted

Plácido Evelin Almonte who lives in the Atala neighborhood, attributed the accumulation of garbage in the street in his sector to more than ten days that the council has not picked up the garbage forcing the inhabitants to just pile up waste bags next to already overflowing bins. Also in the San Carlos area, behind the Mercado Modelo, specifically in the corner of the streets with Imbert Delmonte y Tejada there are huge piles of rotting bargage, causing a strong stench and the obstruction of traffic.

The Director of Local Services for the City Council, José Miguel Martínez, attributed the accumulation of debris on the streets to a long delay in the arrival of the dump trucks from the Duquesa garbage facility. The access road to the refuse site was unpassable after recent rains. He believes the problem will be solved as soon as the access road is in optimal conditions for the heavy vehicles to enable them to carry out their tasks.
