OK, cheap and cheerful - you haven't mentioned whether you want to stay in a guest house or an AI resort?
The cheapest you're gonna get in Boca Chica area is either the Don Juan Hotel or the Dominican Bay Hotel and they are both AI (all-inc) and really the difference you would pay there per night is pretty comparable to a guest house, so you might as well go to one of the AI's and at least benefit from all their facilities. You would be looking to pay around US$45 per night per person ish.
